The safety index is based on reported crime per DeSO area (2024–2025 average), measured against how many people actually spend time there: residents, one third of the daytime population and an estimate of visitors based on the number of nearby restaurants and bars. The index measures reported crime — not how safe people feel, and not the police assessment of vulnerable areas.
