The safety index is based on reported crime per DeSO area (2024–2025 average), measured against how many people actually spend time there: residents, one third of the daytime population and an estimate of visitors based on the number of nearby restaurants and bars. This gives city centres and nightlife areas, where many people spend time but few live, a fairer figure.
